The Phase F discovery chain
- Discover ContentDividend and participating publishers.
- Resolve a resource or publisher through the Universal Rights Resolver.
- Inspect public Rights Passport, provenance, map and interoperability signals.
- Verify current exact-resource rights through URVP when applicable.
- Prepare a non-binding licensing intent when permission is not already established.
- Submit through the existing licensing-request workflow.
- Continue through the protected private conversation and procurement workflow.
- Human-approved commercial execution and rights activation remain authoritative.
Discovery is not permission. A registry record does not by itself prove legal ownership. A fingerprint does not prove AI training. An integration does not grant rights. A licensing inquiry or negotiation does not create a license. F12 does not activate content access or trigger real-money payment. Executed agreements, verified payment where required, publisher authorization, live exact-resource scope and human approval remain authoritative.
